Prof. Tay Boon Keng
Chairman
Prof Tay Boon Keng’s area of professional interest is in Knee Surgery. His expertise is sought after in local and overseas hospitals, and medical centres. He has held numerous professional and academic appointments both in Singapore and abroad.
A/Prof. Jason Yap
Vice-Chairman
Dr Jason Yap is a public health physician with over 36 years of experience in the public and private healthcare sectors with diverse responsibilities across public policy, health informatics, healthcare marketing and health professionals education, he is now a practice track Associate Professor and Vice Dean (Practice) in the Saw Swee Hock School of Public Health in the National University of Singapore.
Ms Lee Lai Hiang
Treasurer
Ms Lee Lai Hiang graduated from Nanyang Technological University in Singapore in 1995 with a Bachelor’s degree in Accountancy and has been with Ernst & Young since then. She started with the Singapore office in 1995, transferred to Palo Alto office, USA in December 2003 and returned to the Singapore office in October 2007.

Prof Tay Boon Keng’s area of professional interest is in Knee Surgery. His expertise is sought after in local and overseas hospitals, and medical centres. He has held numerous professional and academic appointments both in Singapore and abroad.
Prof Tay’s scholarly interests extended to attending the Harvard Business School Executive Education Program – Governing for Non-Profit Excellence: Critical Issues for Board Leadership in 1999, the Harvard Business School Advanced Management Program in 2000 and the Harvard Macy Institute Program for Leaders in Medical Education.
As Chairman, Medical Board (International) in SingHealth from 2007–2014, Prof Tay frequently led teams of doctors, nurses and allied health specialists for medical and academic exchanges with overseas medical institutes, aiming to identify and nurture both local and overseas staff and establish strong working relationships.
He was also Visiting Consultant to Singapore Armed Forces (SAF) Medical Corps and Ang Mo Kio Community Hospital, Honorary Consultant & Council Member of Dover Park Hospice, Panel Examiner for Master of Medicine (Ortho), and Medical Advisor for the National Panel of Medical Experts for Mediation at the Primary Dispute Resolution Centre of the Subordinate Courts. His overseas faculty positions included Visiting Professor to Ningxia College and Taishan College, and Senior Visiting Consultant to Liaocheng Affiliated Hospital in China.
A/Prof. Jason Yap

Dr Jason Yap is a public health physician with over 36 years of experience in the public and private healthcare sectors with diverse responsibilities across public policy, health informatics, healthcare marketing and health professionals education. He is currently Associate Professor and Vice Dean (Practice) in the Saw Swee Hock School of Public Health at NUS, where his Practice Office supports policy and programme implementation for MOH and HPB.
He served as Programme Director of the National Preventive Medicine Residency (2015–2022) and continues as Associate Programme Director. His academic interests span integrated care, healthcare management and health professionals education, and he teaches on topics such as health policy, systems, research, planning, marketing, and ethics.
He is a Fellow in the College of Public Health & Occupational Physicians and College of Clinician Educators, Academy of Medicine (Singapore). He serves on boards including SATA CommHealth, St Luke’s Hospital, and the International Advisory Committee of the Central Coast Research Institute (Australia). He was on the International Foundation for Integrated Care board (2014–2022) and formerly Commanding Officer, 6th Direct Support Medical Battalion, SAF.
Dr Yap held senior positions at AIC, Singapore Tourism Board, Raffles Medical Group, and the National Healthcare Group, where he helped develop Singapore’s early EMR and SARSWeb systems. His career spans healthcare informatics, integrated care, and public health strategy, combining clinical expertise with digital transformation leadership.
Mrs Lim Siew Koon @ Ong Siew Khoon

Mrs Lim Siew Koon holds a Bachelor of Accountancy degree from the National University of Singapore and is a Chartered Accountant and Fellow Member of the Institute of Singapore Chartered Accountants. She joined Ernst & Young LLP in April 1982 and was a partner from July 1998 to June 2019, with 37 years of experience in audit and advisory services across multiple industries, including major public listed and multinational companies.
She has led IPOs across diverse sectors and was CFO of Ernst & Young LLP (2002–2005). Currently, she serves as Independent Director of Nanofilm Technologies International Ltd, Karooooo Ltd, and Maribank (Singapore) Pte Ltd, chairing various audit and risk committees and contributing to strong corporate governance and strategic financial oversight.
Ms Lee Lai Hiang

Ms Lee Lai Hiang graduated from Nanyang Technological University in 1995 with a Bachelor’s in Accountancy and has been with Ernst & Young since then. She transferred to the Palo Alto office, USA, in 2003 and returned to Singapore in 2007. A Partner in EY’s Assurance practice since 2012, she is a Fellow Chartered Accountant of Singapore and member of ISCA, the California Board of Accountancy, and the AICPA.
She has over 20 years’ experience in financial reporting, external audit, and advisory for public, private, and non-profit organizations across diverse sectors. She is well-versed in Singapore, international, and US reporting requirements and has served major clients including World Wide Fund for Nature (Singapore), Arts House Limited, Singapore Chinese Chamber of Commerce, SMU, and Temasek Polytechnic.
